Created by an Act of Congress in 1939, the United States Coast Guard Auxiliary is the civilian, all-volunteer arm  of the U. S. Coast Guard and supports Coast Guard mission of safety and security throughout the United States and territories, including boating safety patrols, boating safety education and surface and air operations of non military and law enforcement actions.  The Auxiliary is the nation's largest boating educator, offering courses to over 100,000 boaters each year.  The 26,000 member organization has members in all 50 states, Puerto Rico, the Virgin Islands, American Samoa and Guam.  They assist with verifying markers, bridge inspections and environmental issues.  Their philosophy follows the U.
